Beyond Dependence and Legacy

Sub-Saharan Africa is too readily dismissed from the outside, but the regional perception is often one of optimism. However, it is undeniable that sub-Saharan Africa does face considerable difficulties. This report is based on the outcomes of a consultation that Oxford Research Group and the Institute for Security Studies held in South Africa in December 2008. Bringing together security experts, academics, former government officials and civil society leaders from across sub-Saharan Africa, the two-day meeting explored the implications of the sustainable security framework for the region.

  • ORG has published the third in a series of reports based on the outcomes of six planned regional consultations on sustainable security. The report, Beyond Dependence and Legacy: Sustainable Security in Sub-Saharan Africa, includes an integrated analysis of the regional drivers of insecurity and blockages to change in Africa, together with recommendations for policy-makers.

This paper is based on a presentation to the NATO Shadow Conference "Strategies, Options and Solutions for NATO Reform: Towards a New Strategic Concept in 2010" organised by BASIC, ISIS Europe, NATO Watch and Bertelsmann Stiftung on 31 March 2009 in Brussels.
